 Subject:  VP/HR — International support by the EU for the peace agreements between the Government and FARC-EP (the Revolutionary Armed Forces of Colombia — People's Army) in Colombia
 Answer in writing 

The final agreement to end the armed conflict and build a stable and lasting peace in Colombia, of 24 November 2016, signed by the Colombian Government and FARC-EP, asks for the European Union’s support in relation to a number of points therein.

Among those points are point 1, ‘Towards a new Colombian countryside: comprehensive rural reform’, and point 3.2, ‘Reincorporation of the FARC-EP into civilian life’. Both are key points for guaranteeing the sustainability of the agreements.

The first is intended to address the land issue which is at the root of the armed political, social and economic conflict in Colombia. The second lays down conditions for the return of combatants from FARC-EP who are demobilising and moving back into civilian life, with the requisite guarantees.

In view of the request contained in the agreements:
1. What specific steps is the EU taking and what measures has it already adopted to provide such support?
2. Is there a formal mechanism for monitoring the support, or is such a mechanism planned?
3. How will the EU coordinate with the rest of those called on in the agreement to provide support to Colombia in relation to the same points?
