The Commission initiatives and proposals for EU legislation are prepared on the basis of transparent, comprehensive and balanced evidence on the nature of the problem to be addressed, the added value of EU action and the cost and benefits of alternative courses of action for all stakeholders.

Whereas the Commission has received a number of parliamentary questions on the issue (E-002455/2007, E-003730/2009, E-006621/2011, E-002906/2012, E-008804/2013, E-003690/2014, E-007937/2015), it is not aware of any credible scientific reports on so-called chemtrails being used to change weather patterns or to produce damages to the environment and human health. As a consequence of the lack of the necessary evidence to initiate policy response, no action has been taken nor further analysis foreseen.
