 Subject:  Welfare of chickens on intensive livestock farms in Italy
 Answer in writing 

In order meet growing demand for white meat at ever lower prices, chickens have undergone intensive genetic selection in recent decades to enable them to reach slaughter weight at only six weeks.

This forced development is the main cause of the diseases that afflict them in intensive breeding: motor, heart and respiratory diseases, as acknowledged by the Commission itself in its report of 7 April 2016 on the influence of genetic selection on the welfare of chickens bred for meat production(1).

Investigations conducted by some Italian NGOs(2) and reported by the media(3) illustrate the maltreatment of chickens and the abuse of antibiotics in intensive breeding.

In view of this and in the light of the European Parliament's study on animal welfare in the Union(4), which identifies gaps in European legislation, including for poultry, together with Directive 2007/43/EC(5), Directive 2003/99/EEC(6) and Implementing Decision 2013/652/EU(7), can the Commission say:
1. How does it assess the level of well-being of chickens on intensive breeding farms in Italy?
2. Has it detected problems in the implementation of inspections, the imposition of penalties and the preparation of the annual reports referred to in Directive 2007/43/EC?
3. Is Italy in general in compliance with the monitoring, surveillance and information exchange obligations under Directive 2003/99/EC and Decision 2013/652/EU?
