Under the 7th Environment Action Programme, the Commission is committed to developing a Union strategy for a non-toxic environment by 2018[1]. At the time of writing, we are not aware of any upcoming Commission initiative to deliver on its commitment.
A recently released report highlights significant gaps in the current regulatory framework established to achieve this aim and several priority areas for action, ranging from addressing endocrine disrupting chemicals and taking into account the cocktail effect of real-life exposure to numerous chemicals, to the need to prioritise measures for vulnerable groups[2].
At Council level, France, Italy and Luxembourg have issued a joint declaration on a more transparent, more effective and safer assessment of chemical substances, which reiterates the need for a general strategy to reduce citizens’ exposure to chemicals[3].
1. What is the state of play of the strategy for a non-toxic environment that the Commission is supposed to deliver by 2018?
2. What priority measures will it take to implement it?
3. How is it planning to take into account the recent declaration by France, Italy and Luxembourg in the development of such a strategy and, potentially, other relevant legislative initiatives?
