On 27 February 2012, the Council of the European Union adopted the following conclusion: ‘[…] the EU underlines the need for unconditional access for representatives of the EU to Nagorno-Karabakh […]’[1]. However, none of the EU Special Representatives (EUSRs) for the South Caucasus and the crisis in Georgia has paid a visit to Nagorno-Karabakh.
Against this background:
- 1.Why have no EUSRs for the South Caucasus or any other EU officials visited Nagorno-Karabakh as of yet?
- 2.How has the VP/HR taken into consideration the voice of the people of Nagorno-Karabakh as a necessary step towards implementing peace?
- 3.What is the VP/HR’s assessment of the efforts by the OSCE Minsk Group to achieve progress in trilateral talks?
