 Subject:  Follow-up questions regarding GenX, PMT substances and REACH
 Answer in writing 

As indicated in Written Question E-006961-17, problems with the quality of surface water that is used as a source in drinking water production have arisen as a result of the discharge of GenX. Traces of the substance GenX — in concentrations which did not pose a risk to human health — have even reached drinking water.

The current problems in relation to the presence of hazardous substances in source water used for drinking water production pertain to persistent, mobile and toxic substances (PMT substances), which, due to their mobility, are very difficult to remove at water treatment plants.

1. Is the Commission aware of the proposal(1) by the German Environment Agency to include criteria and an assessment procedure under REACH to allow PMT substances to be classified as substances of very high concern (SVHC), as is already the case for persistent, bio-accumulative and toxic (PBT) substances?

2. Could the Commission support this proposal, to enable it to be further developed and implemented in REACH?

3. What is the Commission’s view on including a drinking water criterion in REACH, to allow the negative effects of the discharge of hazardous substances on drinking water resources to be prevented?
