1. Cities are seeking to address rising congestion and air quality problems in urban areas, depending on local conditions. To address this diversity, as explained in the clean air communication[1], the Commission is planning to develop a guidance document together with Member States, cities and stakeholders. The guidance document should deal, inter alia, with issues such as commonalities between various urban vehicle access regulations in the EU, their implementation and enforcement.

2. The Commission recognises potential of hardware retrofitting, however this is a concept which is currently not defined in the scope of the European vehicle emission type-approval legislation. The Commission will investigate harmonisation of hardware retrofitting provisions as part of its studies for post Euro 6 emissions type-approval legislation.

3. In May 2017, the Commission made a legislative proposal to revise Directive 1999/62/EC, which sets the principles of charging heavy-goods vehicles for the use of roads. One of the objectives of the revision is to extend the scope of certain provisions of the legislation to other vehicles than trucks. The European Parliament will soon hold the first reading of the proposal. Also in May 2017, the Commission proposed a recast of Directive 2004/52/EC with the objective to facilitate the achievement of interoperability between electronic road toll systems in the Union. This proposal is currently in trilogues.

Taking into account road safety considerations, the Commission does not currently plan to propose a new amendment of the Driving Licence Directive[2] in order to allow for electric propulsion camper vans with a mass between 3 500 kg and 4 250 kg to be driven with a B category licence.
