 Subject:  Guidance documents on urban vehicle access regulations
 Answer in writing 

In December 2014, the Commission launched a study to assist it with the preparation of non-binding guidance documents on six specific aspects of urban vehicle access regulations (UVARs).

The study was published in April 2017 and includes a set of recommendations. However, I assume that these recommendations do not substitute the guidance documents to be prepared by the Commission.

1. Have the guidance documents already been published?

2. If not, when does the Commission intend to publish them?

3. As UVARs threaten to fragment the European transport area, does the Commission believe there is a legal basis for European legislation to govern them?
