Question for written answer E-005642-18
to the Commission
Rule 130
Kostadinka Kuneva (GUE/NGL)

Subject:  How does Frontex protect migrants from abuse by traffickers?
 Answer in writing

The murder of three female migrants crossing the Evros river from Turkey to Greece has caused a wave of revulsion(1). Greek authorities are investigating the case and owe it to the public to shed some light on this terrible crime and track down the perpetrators. The evidence so far suggests that the migrants were murdered by traffickers ‘as an example’, because they either refused or were unable to pay for their illegal trafficking.

According to a recent UNHCR report(2), more than 1 600 people have lost their lives or have gone missing trying to reach Europe this year, the vast majority in the Mediterranean, but at least 80 at land crossings and at EU borders. Several people have been the direct victims of criminal acts by smugglers.

For two years, Frontex has been operating under enormous pressure as the European Border and Coast Guard Agency, and has been required to coordinate and develop additional expertise and technical assistance in border areas. During that time it has seen its resources doubled.

Can the Commission say:
1. How effective is Frontex in protecting migrants from abuse by smugglers?
2. Why are negotiations on the proposed revision of the EU asylum regulation(3), in which Parliament recommends a proportional distribution of asylum-seekers throughout all EU Member States, delayed?
