 Subject:  Withdrawal of Austria and the Czech Republic from the UN Global Compacts on Migration and Refugees
 Answer in writing 

Hungary, Austria (which holds the Presidency of the EU) and the Czech Republic have announced their withdrawal from the UN Global Compacts on Refugees and on Safe, Orderly and Regular Migration, which are expected to be signed at the UN meeting in Marrakesh in December, citing ‘limitations on their sovereignty’.

This is in stark contrast to the relevant Council decisions and Commission communications on EU priorities at the UN(1), which state that the EU and its Member States will seek to achieve strong, balanced and exclusive global agreements and actively participate in the development of a common approach to migration and forced displacement at global level.

Can the Commission say:

Are the unilateral decisions of the three countries undermining the UN initiative and the EU’s contribution to it not contrary to their international obligations? If not, what are the EU and international obligations in this area?

Is the EU still committed to the UN discussions on the global compacts and is it not required, on the basis of Article 80 of the TFEU, to secure the commitment of all Member States to the relevant Council decisions?
