The United Nations High Commissioner for Refugees (UNHCR), working with the private company Mastercard, is distributing prepaid credit cards to refugees in the EU, such as in Greece. According to the UN, however, these cards only work in the State where they are distributed.[1][2][3]
1. What ensures that these cards only work in specific countries?
2. What prevents the money distributed in this way from being used for other purposes, e.g. to pay people smugglers?
3. What are the criteria for distributing these cards?
