The issue of the recognition of Kosovo is a competence of EU Member States. The European Commission follows a status-neutral approach in relation to Kosovo.

As set out in the Commission’s Communication ‘A credible enlargement perspective for and enhanced EU engagement with the western Balkans’(1) from February 2018, Kosovo has an opportunity for sustainable progress through implementation of the EU-Kosovo Stabilisation and Association Agreement, which entered into force and is being implemented since April 2016 to advance on its European path once objective circumstances allow.
