 Subject:  Implementation of the regulation on deep-sea fishing
 Answer in writing 

Regarding the implementation of Regulation (EU) 2016/2336 of the European Parliament and of the Council of 14 December 2016 establishing specific conditions for fishing for deep-sea stocks in the north-east Atlantic and provisions for fishing in international waters of the north-east Atlantic and repealing Council Regulation (EC) No 2347/2002:

Are the relevant Member States and the European Fisheries Control Agency monitoring compliance with the ban on the use of bottom trawl gear below 800 metres, pursuant to Article 8(4), and are they keeping watch on any area closures within EU waters that were established to protect deep-sea habitats and vulnerable marine ecosystems (VMEs) from the impact of bottom fisheries?

Did the Commission establish the mechanism to ensure the collection of data on known VMEs or on where they are likely to occur, by adopting implementing acts by the deadline of 13 January 2018, pursuant to Article 9(6)?

Have the Member States’ observer programmes, pursuant to Article 16, collected sufficient data on a timely basis so that the Commission can evaluate the programmes and the regulation objectives (Article 1) can be achieved?

In particular, where significant adverse impacts on VMEs can be prevented on the basis of the scientific advice sought by the Commission, no later than 1 January 2018, as required by Article 16(3)?
