The EU attaches high importance to a vibrant democracy in Ukraine and is encouraged by a record number of candidates for the presidential elections in the spring of 2019.

The EU has encouraged Ukraine to have a cautious approach regarding any judicial ban of political parties and to ensure that fundamental rights are guaranteed. In any case, the norms regulating a possible banning of a political party should be in line with relevant international standards and respect human rights and the rule of law, including the Venice Commission's ‘Guidelines on prohibition and dissolution of political parties and analogous measures’ of January 2000 and the case law of the European Court of Human Rights.
