Following the events of 2013, whilst the High Representative, in cooperation with the Commission, was tasked to review the issue of EU assistance to Egypt under the European Neighbourhood Policy and the Association Agreement on the basis of Egypt's commitment to the principles that underpin them, the Foreign Affairs Council decided that assistance to socioeconomic sectors and civil society should continue. Therefore, support which targeted socioeconomic sectors such as health, transport, water and energy has continued and funds are to be disbursed in line with the existing Budget Support conditionality (macroeconomic stability, progress on public finance management reform and sector reforms).

The economic conditionalities were met after the adoption of the programme of economic reform in 2016. In addition, the Commission monitors the human rights situation in Egypt closely and takes into consideration how to remain most efficiently engaged on this issue, in line with EU-Egypt Partnership Priorities and in the interest of basic service provision to Egyptian citizens.

Budget support disbursements, which are expected to close in under three years, are decided on a case-by-case basis.
