The guidelines the Honourable Member is referring to have not been published yet.

In accordance with Article 12 of Directive (EU) 2019/904(1), the Commission will, following preparatory work, be developing guidelines on the Single Use Plastic products covered by the directive. A study has been launched to support the Commission in these tasks. Consultation activities for stakeholders and workshops are scheduled for autumn 2019. The guidelines should be ready by July 2020.

The Commission considers that cooperation with Member States is key to ensuring successful implementation of new legislation. The Commission has a good experience in working with Member States on the implementation of the EU waste legislation, notably through circular economy ‘Virtuous Circle’ events(2) organised throughout Europe at ministerial levels with waste experts and stakeholders.

The Commission will build on this also to foster cooperation on the new Directive. Whereas the Commission does not yet have detailed information on particular activities, it counts on Member States’ participation to pave the way towards a full and coherent application of the new rules(3).

The Commission also stands ready to assist Member States’ authorities during the transposition period and to support an open dialogue with respect to any question or concern arising in this context. The Commission also monitors the preparation and adoption of related national transposing measures and technical regulations.
