Scientific institutions from the EU13 have withdrawn only around 5% of Horizon 2020 funds so far, although the share of funding contributed by those Member States is 9% of the budget for that instrument. It is therefore clear that the absorption capacities of those countries and their scientific systems are below average. For this reason, it is important to further encourage stakeholders from the EU13 to connect to the European Research Area, facilitate access to large scientific infrastructure and strengthen own capacities, with a view to raising the quality and quantity of proposals for projects coming from these countries.

Does the Commission believe that additional funding needs to be found under the new Horizon Europe programme aimed at ensuring the participation of partners from the EU13 in existing consortia?
