Commission position on copyright exceptions and limitations at the World Intellectual Property Organisation

What consideration has the Commission given to its position on the subject of limitations and exceptions for libraries, archives, museums, education and research institutions and people with other disabilities at the World Intellectual Property Organisation’s Standing Committee on Copyright and Related Rights? This is against the background of the failure of the current international copyright framework to provide solutions for cross-border use of works with countries outside of the European Union, in particular with regard to using works that are not susceptible to licensing.

Can it publish the legal advice on which it has based its assertion that the mandatory cross-border exceptions and limitations recently introduced in the European Union would not be appropriate at the global level? In particular, could it expand on its point that there is no way to ensure the correct application of limitations and exceptions in countries that are not EU Member States?
