Estimated cost of European legislation

In 2004, Peter Mandelson, then European Trade Commissioner, estimated that EC laws were costing Europe 4% of its GDP per annum. In today’s terms, that would work out at EUR 630 billion per year, and we have no reliable information suggesting that the economy has grown faster than regulation.

Given that further EU rules have been adopted in the 15 years since Mandelson made that statement, does the Commission have more recent estimates of the impact of EU legislation on the EU’s GDP per annum?

If not, is it planning to prepare such estimates?
