 Subject: Strengthening the protection of wild animals in the EU by banning their use in circus activities and introducing stricter conditions on transport

The Polish public were appalled to learn about the scandalous conditions in which Bengal tigers were transported from Italy to a circus in Russia. Missing veterinary documentation meant that the shipment was not allowed into Belarus and remained at the border.

The tigers were transported in cramped cages and inadequately fed. One of the 10 animals was left in agony, while the others were in a terrible state. The tigers were rescued only thanks to the speed and professionalism of the staff at Poznań zoo, working together with the Adwokaci Zwierząt organisation.

No animals, let alone tigers facing the threat of extinction, should be treated in this way. The transportation of these animals was in breach of all standards. However, in seeking to apportion blame we must not lose sight of the need to improve animal welfare in the Union and to protect endangered species.

In the Commission’s view, given that such situations can happen, are the current provisions of Council Regulation (EC) No 1/2005 on the protection of animals during transport being properly enforced in the Member States?

Does the Commission envisage amending the provisions of Council Regulation (EC) No 1/2005 to impose stricter conditions on the transport of wild animals?

Does the Commission intend to take action to ban the use of wild animals in circuses in the EU or at least propose, in the context of the ongoing review of the ZOO Directive (1999/22/EC), applying the Directive to circuses where appropriate and to license such activities, including strict conditions on the transport and storage of animals?
