On 11 December 2019, the Commission published the communication on the European Green Deal(1), which sets out a new growth strategy to reach net-zero emissions of greenhouse gases in 2050 and to decouple economic growth from resource use. In this context, the Commission proposed to work with stakeholders on a new initiative on renovation in 2020, which will pay particular attention to the renovation of social housing, schools and hospitals.

The ‘Pledge to renew the mining area’ in France, is a very relevant example of the type of initiatives with which complementarity will be sought. It is the intention of the Commission to ensure that the renovation wave initiative will build on, and be consistent with, initiatives implemented in Member States.

To this end, the Commission will engage with Member States and carefully study the national long-term renovation strategies to be established according to Article 2a of the Energy Performance of Buildings Directive(2) and notified to the Commission by 10 March 2020.

As regards the use of EU funding for renovating social housing, the Common Provisions Regulation(3) contains safeguards to ensure that investments of the European Regional Development Fund complement and do not replace national resources.
