 Subject: Cooperation and Verification Mechanism

The Cooperation and Verification Mechanism (CVM) was established upon the accession of Romania to the European Union in 2007 as a transitional measure to facilitate judicial reform and the fight against corruption. It is the fruit of a joint undertaking between the Romanian State and the EU to that end. The CVM will be brought to a conclusion when all four benchmarks applicable to Romania have been satisfactorily met.

Today, 13 years on from accession and the introduction of the CVM, Romania has received a total of 18 recommendations and met none of the benchmarks. However, there can be no doubt that the latest report DOES NOT REFLECT the real progress made by the Romanian justice system and that the sources of information used to prepare the report and the way that information is assessed is superficial and points to an inability to grasp the latest developments.

Given that the latest report fails to take into account the progress achieved by Romania, will the Commission review its assessment?

The verdict on the CVM is damning. 13 years on from the introduction of the CVM, the self‑same EU that instigated the mechanism has shown itself incapable of supporting and effectively guiding this process.

What reasons can the Commission give for maintaining a monitoring system that clearly does not work? What concrete steps is the Commission taking to make the CVM more efficient and bring it to a conclusion?
