 Subject: Articles 18 and 20 of the CMO regulation on fishery and aquaculture products

Producer organisations (POs) are identified in Regulation (EU) No 1379/2013 (1) as key to achieving the objectives of the common fisheries policy (CFP) and the common organisation of the markets (CMO). The regulation also states that Member States should ‘encourage the appropriate and representative participation of small-scale producers’ in POs. In Member States where over 1 000 vessels can be considered small-scale coastal fishing vessels, an action plan for the development, competitiveness and sustainability of small-scale coastal fishing must be included in operational programmes for accessing EMFF funding.

Article 18 of the regulation requires Member States to ensure that POs comply with the conditions for recognition, while Article 20 stipulates that the Commission must verify that Member States are properly implementing the regulation. As the required action plans are not publicly available documents, it is difficult to ascertain if these checks are being carried out.

How does the Commission report on the ‘appropriate and representative participation’ of small-scale producers in Member States’ POs and on the development, competitiveness and sustainability of small-scale coastal fishing?

Does the Commission intend to publish progress reports on Member States’ action plans for small-scale coastal fishing each year?

What is the Commission doing to penalise Member States which exclude small-scale fishers from fishing opportunities and financial support through the EMFF because they are excluded from POs?
