 Subject: New instances of corruption in Hungarian EU programmes

As part of the Ignác Darányi Plan, the EU and the Hungarian Government funded, via a regional association, the renovation of a property in Tápiószentmárton, formerly functioning as stables and belonging to the Government, to the tune of HUF 45 493 074. According to the project description, the project aimed to ‘create a teaching centre for horse-riding which will be of significance not only regionally but nationally and internationally’.

HVG magazine reports (1) that the facility is being used not for the objective of teaching professionals and children but for private purposes. It has also emerged that items were accounted for during the project implementation which were merely borrowed for the project delivery period, such as a horse solarium.

An investigation was launched into suspected budgetary fraud not ex officio but following two complaints. However, it was revealed in December 2019 that the Central Hungary Criminal Directorate of the National Tax and Customs Administration had terminated the proceedings on the grounds that the investigators had found no evidence that budgetary funds had been used for anything but the approved purpose, so that no criminal offence could be established.

What action will the Commission take in this matter?

The case raises the question of the independence of the competent authority. What action will the Commission take to prevent systemic fraud involving EU funds?

Does the Commission consider it justified for OLAF to initiate proceedings in this matter?
