    The Commission does not know the details of the protection plan for the species Zerynthia polyxena mentioned by the Honourable Member.

    Zerynthia polyxena is included in Annex IV of the Habitats D irective[1]. It is therefore a strictly protected species for which Member States are required to prohibit the deliberate killing, capture or disturbance of those species, as well as the deterioration or destruction of their breeding or resting places.

    In the case of potentially damaging projects, the Member State competent authorities will need, in the context of the relevant planning and authorisation procedures, to provide for the necessary mitigation measures in order to meet the aforementioned requirements.

    National authorities may grant derogations from the strict protection requirements in accordance with the provisions of Article 16 of the directive, if all the relevant conditions are fulfilled.

    The Commission has issued guidance on how the abovementioned provisions should be interpreted and implemented[2]. Such a guidance is currently being revised in order to provide further updated clarifications.
