 Subject: Investigation into the violation of sanctions in the Delcy Rodríguez case

Upon learning that Delcy Rodríguez, Vice-President of Venezuela under the Maduro regime, had transited and stayed in Spain, the President of the Foreign Affairs Committee of the National Assembly of Venezuela called for a ‘thorough investigation’, while the US Special Representative stated that the situation ‘seemed a violation of European sanctions’. 

Even though Rodríguez has been on the list of restrictive measures adopted by the Council since June 2018, she was received in Madrid by the Spanish transport minister and, according to the media, had a telephone conversation with Prime Minister Pedro Sánchez.

In the Guidelines on sanctions adopted by the Council, part of the mandate of the specific formation known as ‘Sanctions’ within the Working Party of Foreign Relations Counsellors (RELEX) involves ‘collecting all information available on alleged circumvention of EU restrictive measures [...] by targeted states, persons and entities’.

Given that the Council is required to investigate this type of violation:

1. Has it started to gather the necessary information on the circumvention of sanctions against Delcy Rodríguez by members of the Spanish Government?

2. When does it expect RELEX/Sanctions to make this information available to Members of the European Parliament?
