Through the European Instrument for Democracy and Human Rights (EIDHR) the EU has provided support to the Unit for the Protection of Human Rights Defenders in Guatemala ( UDEFEGUA) and to the Office of the High Commissioner for Human Rights in the creation, diffusion and the monitoring of Protocol 5-2018. Technical assistance is being provided to the Criminal Policy Secretariat, the Indigenous Peoples’ Secretariat and to the Public Ministry’s Human Rights Prosecutor’s Office for the effective implementation of Procotol 5-2018.

Under the leadership of the EU Delegation in Guatemala main donors (the ‘Grupo Filtro’) meet at regular intervals to follow up on the human rights situation in the country, including on the approximately 27 cases relating to attacks, criminalisation and assassinations of human rights defenders presented before the Criminal Policy Secretariat of the Public Ministry, and of the Human Rights Prosecutor, the Women Prosecutor and the District Prosecutors’ offices.

Over the past two years, there have been attempts to decentralise the wok of the Public Ministry in Guatemala and to give particular attention to human rights cases. The Public Ministry works with other State institutions, including with the Presidential Commission for Human Rights.

At the end of 2019, the Human Rights Ombudsman created the Unit for the Protection of Journalists and Human Rights Defenders ( Defensoría de Periodistas y Personas Defensoras de Derechos Humanos) . Progress, however, is slow and coordination among different bodies and entities must be ensured. The EU Delegation in Guatemala, in coordination with partners, will continue to follow closely.
