 Subject: The implementation of Protocol 5-2018 on the investigation of crimes committed against human rights defenders in Guatemala

In May 2018, the public ministry of Guatemala issued a general instruction which ratified Protocol 5-2018 on the investigation of crimes committed against human rights defenders.

This protocol is an important instrument to push for the investigation of the increasing number of attacks against human rights defenders in Guatemala. If properly implemented, it could help hold the perpetrators to account and stop impunity for these attacks. It is a pioneering measure in Latin America and its active implementation would make a qualitative difference to both the defenders under threat and their families.

Is the EU Delegation to Guatemala monitoring the implementation of Protocol 5-2018 on the investigation of crimes committed against human rights defenders?

Does the European External Action Service (EEAS) have any information on the outcomes of the implementation of this protocol, of the investigations undertaken to that end by the Guatemalan public ministry, and of the degree of redress for the victims of the attacks?
