 Subject: Lack of resources at the Irish Data Protection Commission - follow-up question (E-003195/2019)

In the answer to my previous question E-003195/2019, the Commission rightly points out that ‘the DPC acts as lead supervisory authority for the monitoring and enforcement of the application of the GDPR in relation to several large multinational tech companies’. Commissioner Jourová stated in the Committee on Civil Liberties, Justice and Home Affairs on 19 February 2020 that the Irish DPC is under great pressure but still has sufficient resources. However, not everyone seems to be as calm on this: the German regulator, for example, is not as calm  (1) .

1. Does the Commission consider that the current level of supervision in Ireland and the EU as a whole is sufficient to safeguard citizens' data protection rights?

2. Given that the use of many on-line services is by definition a cross-border activity, should there not be a greater role for enforcement at EU level, for example through an independent supervisor at EU level, in particular as regards oversight over large multinational tech companies?

3. Does the Commission see any possibility of having large multinational tech companies pay for oversight themselves through the introduction of a digital tax?
