One in two people in Sub-Saharan African states reportedly cannot prove their identity, which is a major barrier to accessing basic services, such as healthcare and education, and fulfilling civil duties, including voting. State infrastructure for registering births and issuing and renewing identity documents is not always in place, and even when it does exist, the process of registration is cumbersome, hard to access and often costly.

What proportion of EU development aid to Sub-Saharan African countries is dedicated to the setting up of identity management systems?
