The adoption of the law on the Finalisation of Transitional Ownership Processes in the Republic of Albania is a step forward in addressing the important issue of property rights in Albania. After an opinion by the Venice Commission in October 2019, the Albanian Parliament launched a consultation process with the participation of international experts, including from the Council of Europe and EU Member States.

The law adopted by the Albanian Parliament in March 2020 duly takes into account the recommendations of the Venice Commission. The EU will closely follow the implementation of the new law.

On 25 March 2020, the Council decided to open accession negotiations with Albania(1). This decision was endorsed by the European Council on 26 March 2020(2).

In line with the Council Conclusions of 25 March 2020, the negotiating framework to be adopted by the Council will have to reflect, among others, the advancement of the process of registration of properties. The Commission will continue to monitor the progress and compliance in all these areas.
