Exemption based on the period of time for which an A1 form is required

In its answer to Question P-003925/2019, the Commission said it supports ‘business trips’ being excluded from the prior notification requirement and in particular the requirement for a portable A1 document (the PD A1) to be issued in accordance with Regulation (EC) No 987/2009. These business trips may be defined qualitatively, i.e. in terms of the business activity involved, and quantitatively, namely the length of time the trip lasts. One proposal supported by the German Government in particular is that the PD A1 requirement be exempted for business trips lasting between 7 and 30 days.

• 1.Is the Commission in favour of an exception based on the length of time either the posting or the business trip will last?
• 2.Does the Commission have an analysis, an impact study or precise information about the effect and potential consequences as regards social dumping of an exemption based on the length of time the trip lasts?
