 Subject: Extension of the EU 2014-2020 programming period and allowing for non-compliance with the N+3 rule as at 31 December 2020 for the RDP and EMFF

The spread in Europe, and in particular in Italy, of the pandemic Covid-19 virus is leading to the adoption of significant measures, with the postponement of time-limits and deadlines which are, in actual fact, slowing down the normal work of government departments and the administration, both centrally and locally, resulting in major changes to the economic and social situation.

Given that by Decision No 1112/2009 of 18 February 2009, the Commission authorised the extension of the eligible expenditure period owing to the serious socio-economic and labour market changes caused by the 2008 financial and economic crisis, and in view of Article 12 and Articles 86 and 87 of Regulation (EU) No 1303/2013 of 17 December 2013 and of Article 38(4)(b) of Regulation (EU) No 1306/2013 of 17 December 2013, can the Commission answer the following questions:

1. Does it not agree that it should extend the final deadline for the 2014-2020 programming period from 31 December 2023 to 30 June 2024?

2. Should it not allow, for reasons of force majeure, non-compliance with the N+3 rule as at 31 December 2020 for the RDPs of Italian autonomous regions and provinces, thereby preventing the application of the automatic decommitment procedure?

3. Should it not allow non-compliance with the EMFF spending target for Italian regions as at 31 December 2020, thereby preventing the application of the automatic decommitment procedure?
