 Subject: Coronavirus — support measures for individual entrepreneurs and micro-enterprises

Faced with the rapid spread of COVID-19, many individual entrepreneurs and micro-enterprises fear that they will be unable to survive the current economic slowdown because they are excluded from the various aid plans.

In France, in 2018, the National Institute of Statistics and Economic Studies (INSEE) listed 181 900 individual companies and 308 300 micro-entrepreneurs.

Unfortunately, it is impossible, or at least difficult, for these categories to have access to unemployment benefits, disability insurance or paid leave.

Nor do they benefit from most of the major support measures already promised to employees and small businesses by the governments of Member States.

Individual entrepreneurs and micro-enterprises need to be genuinely included in all Community and government economic support measures, in particular with regard to the following: deferral of taxes and debts; unemployment insurance; direct assistance to cover any decline in turnover, sick leave, costs related to individual health and fixed costs.

In view of the above, will the Commission say what measures it intends to adopt in order to ensure the survival of individual entrepreneurs and micro-enterprises in this period of acute crisis (Article 173 of the Treaty on the Functioning of the European Union and Recommendation 2003/361/EC) ?
