EU agencies’ relationships with companies violating human rights

Question for written answer E-002217/2020
to the Commission
Rule 138
João Ferreira (GUE/NGL)

In its answer to my written question E-003257/2019, ‘relationship of EMSA and other EU agencies with companies violating human rights’, the Commission confirmed that it has no information on the use of the Hermes 900 in military operations. According to The Jerusalem Post, the Hermes drone was first used during Israel’s 2014 attack on Gaza [1] , in which drone attacks are believed to have caused 37% of deaths. Israel's use of the Elbit-made Hermes in attacks on civilians has been documented [2] . What is more, an Israeli police report mentioned in The Intercept has revealed that a Hermes 450 drone (the predecessor to the Hermes 900) killed four boys playing on a Gaza beach during Israel's 2014 attack [3] . What is the Commission’s position on EU agencies’ and Member States’ use of drones that were used in documented human rights violations such as the above attacks on civilians? To ensure that companies such as Elbit Systems which are involved in human rights violations are not subcontracted, has it broadened its criteria on the companies awarded contracts?
