The Commission is aware of and monitors closely the issues related to data sovereignty, cloud uptake in the EU, market consolidation and investments in cloud technologies in the EU and globally.

For these reasons, in its February 2020 Communication ‘A European strategy for data’(1) the Commission set out its plan to invest in a High Impact Project on European data spaces and federated cloud infrastructures (‘HIP’).

Over the period 2021-2027, the HIP project, as proposed by the Commission, will fund the development of common European data spaces (data sharing architectures including standards for data sharing, best practices, tools) and the European cloud federation (interconnection and deployment of state of the art, energy efficient and trustworthy cloud to edge infrastructures and services ).

That will provide the practical means that enable personal data protection, secure access and use of data at scale across the European economy and society and support thriving data-sharing and Artificial Intelligence ecosystems.

As laid out in the abovementioned Communication, the HIP will require an adequate level of investments from the EU and co-investments by the Member States and EU industry. However, the actual available amount of the EU investment will depend on the outcome of the ongoing multiannual financial framework negotiations.
