It is not for the Council to comment on reports issued by non-governmental organisations.

The obligation for the European Union to accede to the European Convention for the Protection of Human Rights and Fundamental Freedoms is set out in Article 6 (2) TEU under the conditions set out in that provision as well as Protocol 8 to the EU Treaties.

The European Union has recently resumed accession negotiations to fulfil the aforementioned obligation, taking into account Opinion 2/13 rendered by the European Court of Justice of the European Union in December 2014.
