On 22 April 2020, the Commission and the EIB launched a EUR 50 million pilot instrument to finance initiatives related to education and skills development.
According to the Commission’s press release and the EIB’s call for interest, this new debt financing initiative is aimed at three categories of final recipients: students and learners, enterprises investing in skills and the skills utilisation of their workforce, and organisations providing education, training, skills and related services.
- 1.How will the Commission and the EIB reconcile the completely different objectives of financing facilities for businesses, aid for schools (including nurseries) and aid for student tuition and mobility?
- 2.How can they ensure that loans granted by financial intermediaries do not go to only one category of final recipients i.e will there be a fixed share allocated for each category?
- 3.Aid for mobility in the context of higher education will be made available: will this be combined with Erasmus+ grants?
