Question for written answer
to the Commission
Rule 138
Nikos Androulakis
 Answer in writing
Subject: The COVID-19 health crisis should not be turned into a food crisis

The heads of the United Nations Food and Agriculture Organisation, the World Health Organisation and the World Trade Organisation have issued a joint statement, sounding the alarm about possible ‘food shortages’ in the global market as a consequence of the restrictions imposed to protect public health from the spread of COVID-19 which are disrupting the smooth operation of the food supply chain.

At the same time, Member States of the Union are already facing problems relating to the shortage of labour to harvest agricultural products and are having difficulty in selling their products due to falling demand as a result of the closure of restaurants, hotels and the catering chain in general.

In view of the above, will the Commission say:

1. What measures will it take so that, on the one hand, the unsold production is not disposed of in landfills and, on the other hand, there are no distortions in prices due to shortages of specific agri-food products?

2. What financial support will be given to farmers, who risk losing their annual income due to the seasonal nature of their crops? Will any provision be made for stockbreeders or fishermen?

3. Could a permanent mechanism be created for dealing with similar crises that could be activated in an ad hoc manner as part of the Common Agricultural Policy?
