In accordance with the Network code on harmonised transmission tariff structures for gas (TAR NC), a discount to transmission tariffs may be applied at entry points from Liquified Natural Gas (LNG) facilities for the purposes of increasing security of supply.(1)

The tariff-setting methodology on which the Spanish regulatory authority is consulting applies the discount of 13.9% at the entry from the Barcelona LNG terminal with the intention to reflect the terminal’s effect on security of supply.

In its analysis of the tariff-setting methodology, the Agency for the Cooperation of Energy Regulators (ACER) considers that this discount is compliant with the rules of the TAR NC(2).

In view of the above, the Commission considers that the discount in question is compatible with the rules on gas transmission tariffs enshrined in Commission Regulation (EU) 2017/460.
