Question for written answer
to the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy
Rule 138
Thierry Mariani (ID)
 Subject: Situation in Côte d’Ivoire

The European Union needs a relationship with Côte d'Ivoire underpinned by mutual trust. The country's current President, Alassane Ouattara, is barred by the constitution from standing for a third term. This is not, however, a democratic turning point, since he has ruled out all his opponents: For one, he is threatening to lower the age limit for standing for election (1) , he is urging the International Criminal Court to strip another of his civil rights (2) , and a third was summarily sentenced him to 20 years in prison a few days after having been cleared by the African Court on Human and Peoples' Rights (3) .

The rule of law has been seriously weakened in the country. At least six members of parliament or former ministers have been imprisoned on trumped-up charges (4) .

Such manoeuvres undermine the credibility of the Cotonou agreements and the EU must, as a matter of urgency, condemn this state of affairs which makes a mockery of the objectives of the national indicative programme that it signed with Côte d'Ivoire in Nairobi in 2014 (5) .

What action does the European Union therefore intend to take do to make the conclusion of a new programme contingent on the restoration of the rule of law and the end of arbitrary rule in Yamoussoukro?
