 Subject: Eligibility for EU funding for persons affiliated with EU-listed terror organisation in the West Bank and Gaza

On 30 March 2020, the Office of the European Union Representative to the West Bank and Gaza sent a clarification letter regarding EU-funded contracts to a Palestinian NGO network. The letter stressed that ‘it is understood that a natural person affiliated to, sympathising with, or supporting any of the groups or entities mentioned in the EU restrictive lists is not excluded from benefiting from EU-funded activities, unless his/her exact name and surname (confirming his/her identity) corresponds to any of the natural persons on the EU restrictive lists’.

Is the Commission aware of this letter and does he intend to investigate why it was issued, as it is in direct violation of EU standards and principles?

In 2017, the Commission awarded a EUR 699 236 grant for a project entitled ‘Strengthening Community Resilience and Social Cohesion in East Jerusalem on Both Sides of the Separation Wall’ to several Palestinian NGOs – including Health Work Committees – and the Bisan Center for Research and Development. In December 2019, the Israeli Security Agency arrested activists from the Popular Front for the Liberation of Palestine for the alleged murder of 17-year-old Rina Schnerb in August 2019. The activists worked in senior positions for the two NGOs.

Does the Commission intend to investigate the matter and demand the return of funds?
