Question for written answer
to the Commission
Rule 138
Isabella Tovaglieri (ID), Alessandra Basso (ID)
 Answer in writing
 Subject: Combating the importation of counterfeit products from third countries

According to a 2019 report by the EU Intellectual Property Office (EUIPO), counterfeit goods account for 7% of imports into the EU and are valued at EUR 121 billion. These counterfeit products originate mainly in such countries as Hong Kong, China, Turkey and the countries of South-East Asia.

Bearing in mind that:

counterfeiting causes at least EUR 56 billion per annum in economic damage to European undertakings, corresponding to 470 000 jobs and costing States EUR 16 billion in lost tax revenue;

this phenomenon is seriously damaging Italy’s production sector and social fabric, which at the same time are suffering from the current downturn in the economy;

the proliferation of online marketing platforms has greatly increased sales of such products, which easily elude monitoring;

the products are not subject to any monitoring and approval procedures, as a result of which they present serious risks to consumer safety;

1. what measures will the Commission take to combat the importation of counterfeit products, particularly on online markets?

2. how will it protect EU undertakings, which are suffering huge economic damage on account of the phenomenon?

3. what monitoring will it perform in order to protect the safety of consumers with regard to the compliance of products imported from third countries with the standards in force?
