Question for written answer
to the Commission
Rule 138
Maria-Manuel Leitão-Marques (S&D), Evelyn Regner (S&D)
Subject: The impact of teleworking on single-parent households during the COVID-19 pandemic

According to studies, in normal times women carry out most unpaid household chores and care work at home. As a result of the current crisis caused by the COVID-19 pandemic, women face an increased burden of unpaid work because schools and nurseries are closed, and childcare at home and home schooling are required, while elderly relatives also need assistance.

Teleworking has become the new normal, as has balancing it with family responsibilities. For single-parent families, who are mainly women (85 %), especially those with young children, striking that balance is nearly impossible, making them especially vulnerable. Single parents should not be penalised as a result of teleworking, and should therefore have their working hours and tasks readjusted to take account of their situation and receive appropriate social benefits. In teleworking, as in other aspects of life, we cannot treat what is different in the same way without risking injustice.

1. What steps is the Commission taking to support single-parent families that are teleworking during the COVID-19 crisis?

2. Has the Commission organised the collection of gender-segregated data in such a way as to find out about the asymmetrical impact COVID-19 has on men and women, in particular the impact of teleworking on single parents?
