 Subject: Need for a health protocol on the systematic prescription of swab tests and serological tests

People in the different Member States stand a far from equal chance of access to swab tests and serological tests. One of the reasons for this disparity is the lack of a common health protocol allowing all doctors in the EU to systematically prescribe the swab tests required to detect a COVID-19 infection.

The lack of a single protocol or common guidelines at EU level has led to huge differences in the number of tests carried out in each Member State, quite possibly skewing the official data on real infections, leaving us with only a partial picture of the way the virus spreads. These circumstances hamper efforts to determine the best approach to treating an infection once it has reached an advanced stage, and many lives have been lost as a result of late diagnoses.

While respecting Member States’ primary responsibility for health matters, can the Commission state:

1. whether it intends to establish a health protocol setting out a common approach to allow all doctors to prescribe serological tests and swab tests?

2. whether it intends to make the COVID-19 expert panel a permanent task force on viral outbreaks, with responsibility for developing recommendations and protocols in the event of a health crisis?
