 Subject: Border controls reduce crime and hamstring international criminal organisations

In January 2020, before the COVID-19 outbreak, Swedish Police warned of aggressive home invaders breaking into rural farmhouses to steal gold and cash (1) . They also reported a twofold increase in thefts of boat engines (2) .

According to data on the outbreak from Sweden, which did not implement a lockdown, there was a sharp decline in thefts and robberies, indicating that border controls effectively limit the activities of international criminal organisations.

The Swedish National Council for Crime Prevention reported a 5 % decrease in crime during March and April 2020 compared to the same months in 2019 (3) .

Larmtjänst reports a decrease in the number of boat engine thefts in March ​(down 42 %)​ and April 2020 ​(down 59 %)​, and fewer car thefts. Thefts of car parts also declined by 40 % in April. Larmtjänst attributes the reduction to the coronavirus outbreak (4) .

We have previously requested that the Commission study the relationship between border controls and crime (5) . In light of the above observations:

1. Has the Commission used this unique opportunity to study the effects of border controls on crime?

2. Does the Commission intend to conduct such a study?

3. Will the Commission take account of these facts when it examines the extended border controls implemented by Member State Governments following the 2015 migration crisis?
