The EU-NATO strategic partnership is based on the principles enshrined in the 2002 Joint Declaration: mutual consultation, equality, due regard for the decision-making autonomy and interests of the member countries and the coherent, transparent and mutually reinforcing development of military capability. The ‘Berlin Plus’ package (2003) set out the framework for crisis cooperation. 

The New Strategic Concept (2010) recognised the EU as NATO's key partner in terms of Euro-Atlantic security. The EU Global Strategy (2016) recognises the privileged partnership with NATO and mentions the need to deepen relations with the Alliance. The new Joint Declaration (2018) reconfirms the commitment to develop the strategic partnership in four areas: military mobility, antiterrorism, better protection against chemical, biological, radiological and nuclear (CBRN) risks and promoting the Women', Peace and Security (WPS) agenda.
