 Subject: Unlawful imprisonment of Swedish citizen Gui Minhai in China

Swedish-Chinese citizen Gui Minhai, a bookseller known to have published books critical of the leadership of the Chinese Communist Party, has been unlawfully held in China since 2015 after allegedly being abducted by Chinese agents while in Thailand. In February 2020, he was sentenced to 10 years in jail for ‘illegally providing intelligence overseas’.

Despite numerous attempts, Sweden has not been allowed to provide consular support to Gui Minhai nor have the numerous demands by its Foreign Minister for him to be released been fulfilled.

As China does not recognise dual citizenship, the Ningbo Intermediate People’s Court declared that the Chinese citizenship of Mr Gui had been reinstated in 2018.

In 2016, Parliament issued a resolution on Minhai Gui calling on China to release or drop all charges against peaceful government critics, anti-corruption activists, lawyers and journalists.

To this end, during the recent 10th EU-China Strategic Dialogue:

1. Did the VP/HR call on China to ratify the International Covenant on Civil and Political Rights and/or to sign the International Convention for the Protection of All Persons from Enforced Disappearances?

2. Did the VP/HR raise human rights issues and the Swedish Government’s demand that Gui Minhai be released, or at least provided with consular assistance?
