 Subject: Reallocation of ERDF funds in light of COVID-19

On 5 June, the Ministry for the Economy of the Generalitat announced its decision to reallocate ERDF funds which had yet to be allocated or implemented to offset the health care costs arising from COVID-19.

This reallocation concerns EUR 114 million, which Catalonia had yet to implement from the call for ERDF funds for the period 2013-2020 and which were originally earmarked for research, science, agriculture, culture and digital policies, among other areas.

The Ministry for the Economy took this decision without prior consultation of other levels of government and without seeking the opinion of various economic and social actors.

The Government of the Generalitat claimed that this decision was the result of the obligation to reassign the funds imposed by the Ministry of Finance, something which was denied in a subsequent communiqué.

In light of the above:

1. Is the Commission aware of the decision to reallocate these funds? Was it consulted in advance within the framework of the Monitoring Committee of the ERDF Operational Programme for Catalonia?

2. Does the Commission take the view that the fact that the Committee was not convened is in breach of Articles 49 and 110 of Regulation (EU) No 1303/2013?
