Definition of ‘quality of service’ in the distribution and supply of electric power

At a recent meeting with NERLEI, the Business Association of the Leiria Region, I was made aware of problems arising from the poor quality of service provided in the distribution of electric power. More specifically, frequent micro-outages – brief power cuts – are hampering various industrial sectors that are particularly vulnerable to such failures which disrupt production lines and cause damage to electronic components.

NERLEI has been sounding the alarm on this ongoing issue for several years.

Aside from the lack of investment to remedy the situation, it has emerged that the problem also stems from the very definition of ‘quality of service’ in EU law. According to NERLEI representatives, micro-outages are not given due consideration in the definition at EU level, despite the damage they cause.

Therefore, in light of the above, I would like to ask the Commission for its view on the matter and whether it intends to amend the definition of ‘quality of service’ to reflect the industrial reality with regard to the problem outlined above?
